The memorandum was submitted to the PM Office by COCOMI representative Athouba Khuraijam. It includes resolutions adopted at a mammoth rally held on July 29 in Imphal.

The COCOMI demanded the extermination of foreign Chin-Kiki narco-terrorism in the state. It also demanded the implementation of the National Register of Citizens (NRC) with 1951 as the base year.

The COCOMI is pressing the Centre to restore peace and harmony in the Northeastern state. Manipur is on the boil due to ethnic clashes between the Meiteis and Kukis that started on May 3. The memorandum comes at a time when the state government is under increasing pressure to address the issue of communal violence.
